Every metro district starts the same. The developer and 3- 8 of his employees or family members “vote”. They “vote” to eliminate the right of future residents to vote on tax and bond debt.

One way to restore that right is through a citizen initiative.
All cities and most counties have the right to citizen initiatives.
Special districts do not have this right.
New legislation would give residents of metro districts the same rights to propose changes to metro district resolutions as they have to propose changes to city resolutions.
